Affordable Health Care Act Blog was started to give an opportunity to review both sides of the new law Affordable Health Care Act.

It has been called many names such as: Obama Care, Obama Care911, Affordable Health Care Act, Obama Health Care, Obama Health Plan, Affordable Care Act. But the true name is The Patient Protection and Affordable Care Act (PPACA). It was first passed by The Affordable Health Care for America Act (or HR 3962) was a bill that was crafted by the United States House Of Representative's in November 2009. It has been said: at the encouragement of the Obama Administration , the 111th Congress devoted much of its time to enacting reform of The United States' health care system. Known as the "House bill," it was the House of Representative's chief legislative proposal during the health reform debate, but the Affordable Health Care for America Act as originally drafted never became law.

On December 24, 2009, the Senate passed an alternative health care bill, the Patient Protection And Affordable care Act (H.R. 3590). In 2010, the House abandoned its reform bill in favor of amending the Senate bill (via the reconciliation process) in the form of the. Health Care and Education Reconciliation Act of 2010.

President Barack Obama sign it into law on March 24, 2010. Which later came to be know as Obama Care, or of late

It was later challenged as to if it was constitutional or not. This challenge caused it to go before the Supreme Court Of the United States Of America.

The Supreme Court, in a landmark ruling on Thursday Jun. 28, 2012 upheld President Obama's health care overhaul. Including the controversial requirement that most Americans have health care.

Obama Health Care Form has been streamlined to make the application process less tedious.
The process in the beginning as with anything new will take time to work out the kinks, but when it is all worked out 30- 40 million Americans will be covered, that was not covered before. 

Just the preventive medicine alone will save the lives of many that can have access to early diagnosis of disease. That alone will be worth it. The are 3 forms that a person or persons may use depending on there status.

The Department of Health and Human Services released last week new application forms required for people to join the new health care exchanges in 2014—a three-page application for individuals and a seven-page application for families (11 including the appendix). According to Klein, the average private insurance plan is 17 pages and can go as high as 35. An Administration official told Klein that the new applications took on average seven minutes to fill out in the paper version and less online.

Remember Oct. 1, 2013 is open season for Health care. So it's just my suggestion to all that need the coverage or are not sure. DOWNLOAD the applications. BOOKMARK this page. RETIRED CITY WORKERS TO USE OBAMA CARE

It seems fitting that President Obama home town Chicago would be the first city to openly say, with a time line, that a portion of: 


Retired City Workers To Use Obama Care

. To be more specific,  Mayor Rahm Emanuel plans to start reducing health insurance coverage next year for more than 30,000 retired city workers and begin shifting them to President Barack Obama's new federal system.

The move is said to be aimed at saving the city of Chicago money and comes as the Emanuel administration has been trying to make pension cost concessions from worker unions. The details are in a letter the city of Chicago has plans to send to retirees this week still getting health insurance: 

Police officers and firefighters who retired between the ages of 55 and 64 and are not yet eligible for Medicare but whose coverage is guaranteed under union contracts. Also included are workers who retired before August 1989 and are protected by a legal settlement. Left out as of Jan. 1 will be the rest. That's when the city will begin a three-year phaseout of the coverage, according to the letter signed by Comptroller Amer Ahmad. During that period, premiums, deductibles and benefits could change, the letter states.

Once this phaseout is complete, those retired workers would have to pay for their own health insurance and or get subsidies under the Affordable Health Care Act. The city-subsidized coverage is especially  important to retired workers who aren't yet eligible for Medicare, as opposed to those 65 or older who use the subsidies for Medicare supplemental insurance.



This guaranteed city of Chicago health coverage was good through June 30,2013, but the administration will continue the full subsidy until Jan. 1, 2014 to protect workers who already have budgeted their health care for 2013, Mr. Ahmad wrote in his letter.
Last year, the city of Chicago spent nearly $109 million on health care for almost 37,000 retired workers and their spouses w/children who are part of the legal settlement, according to a report issued earlier this year by an Emanuel-appointed panel. Enrollment was expected to grow to more than 47,000 in the next 10 years, which would balloon costs to $541 million, the report states.
"The retirement healthcare system as it stands today is fiscally unsustainable, and we have a responsibility to ensure a secure financial path for Chicago taxpayers," Emanuel spokeswoman Kathleen Strand said in a statement when being asked about Ahmad's letter. "But the mayor also wants to ensure that our retirees who served this city honorably have access to healthcare and the critical information they need to make informed decisions."
Emanuel's decision comes as the city continues to contend with unions over how best to alter the city's four pension systems to avoid major financial havoc as pension-funding bills come due in the next few years. Perhaps taking away health care could give Emanuel leverage in those talks.
The four pension systems have about $20 billion in unfunded liabilities. The $20 billion does not include another $805 million shortage in retiree health care funds, which ends up putting the pension funds deeper in an even more precarious financial position.
Chicago Fraternal Order of Police First Vice President Bill Dougherty said: " the city's projections for future cost of health care are too high".
Dougherty called the mayor's plan "a poor decision" and suggested that it should in no way be linked to negotiations over pension changes.
"The mayor has shown that he likes to play games on different levels, and we're not interested in doing that," Dougherty said.
"It's not clear what the pension funds will do about their obligation for retiree health care", said Clint Krislov, the attorney who filed the lawsuit in 1987.
Krislov said: he was pleased that the city will continue to protect those who retired before Aug. 23, 1989, but he continues to study the potential effect of the changes on other workers. "We needn't jump precipitously," he said.
The settlements in that long-ago legal matter, called the Korshak case, never resolved whether the city is required to subsidize retiree health care, and if so, for how long. Retired city workers could return to court to argue that any health care cutback impairs or diminishes their pension benefits in violation of the state constitution.
Henry Bayer, executive director of the American Federation of State, County and Municipal Employees Council 31, said: " the uncertainties of the Affordable Care Act and the state insurance exchanges they would create make the city's plan hard to assess".
"This uncertainty will cause anxiety and fear for tens of thousands of seniors who gave their working lives to public service — men and women whose retirement savings are already under attack in the name of 'pension reform.'" Bayer said. "Our union will be working to get answers to our many questions, to ensure the City Council closely oversees the administration's proposals, and to protect access to affordable health care for city retirees now and in the future."

Hopefully this group of retired city workers that the mayor plans for them to use Obama Care will not be left holding the short end of the stick

The Fight Is On To Repeal Obama Care


The fight is still on to repeal Obama Care. WHAT??????????????? There is an on going movement among the GOP to repeal the Affordable Health care Act, better know as Obama Care.

It is not a effort to revise it, you know, just review it, critic it. Find the problem areas and make them better. They want to throw the whole thing out. Get rid of it entirely. Wipe it out. What this appears to be ( to me anyway ) is  a concerted effort to stop it at all cost. Did you know that  this Thursday will be the 37th time that a vote will be made to repeal the law. 37 times. REALLY. to give it a more clear picture, it appears that the GOP is willing to throw the baby out with the wash.

There seems to be no thoughts of the 40 million people that now have access to Health Care that they never had before. Or the million's of women that will be able to get preventive care with no up front cost, that will without argument save lives.

House Speaker John Boehner is officially reneging on his short-lived acceptance that Obama Care is the law of the land, and by holding a vote Thursday to fully repeal Obama Care.

Last November, shortly after the 2012 election, when asked if he planned to spend time on further repeal votes,  Boehner insisted that while he might try to repeal a parts of the bill, the election had changed the situation.  However, it  appears conservative backlash from within the GOP party quickly forced him to backtrack on that claim.

Both House Minority Leader Nancy Pelosi & Senate Majority Leader Harry Reid have rightly slammed Boehner designs for this new vote. Which has fundamentally no chance of passing the Senate, much less making it past Obama desk in the oval office. Reid went as far as to say "the vote proves Republicans have lost their minds".

Albert Einstein defined insanity as follows: doing the same thing over & over again & expecting different results. Reid told reporters Wednesday "If his definition is true and I won't argue with Einstein, then House Republicans have truly lost their minds".

Just how futile is this vote? The Congressional Budget Office isn't even bothering to score it. In a letter to House Budget Committee Chairman Paul Ryan, CBO Director Douglas Elmendorf explained that his office is too busy to take on the task of estimating its impact, instead pointing out to him the estimated impact of the 2012 repeal attempt, which would increase the deficit by $109 billion.



But some veteran Republicans who are staunchly against the law see this symbolic vote as a gift to their conservative freshman colleagues (although it is ultimately a vote in favor of growing deficits) who were unable to have a voice in the 112th Congress 36th vote to repeal the health reform law. 
If you are a freshman,the guys who have been up here the last year, they can go home and say listen, they voted 36 different times to repeal or replace Obama Care." Tell me what are the new guys  supposed  to say"? Congressman Mick Mulvaney asked late last month. We have not had a repeal or replace vote this year.
Boehner echoed those comments last week." We have got 70 new members who have not had a chance to vote on the President's  Health Care Law. Frankly they have been asking for a chance to vote on it".
Those members could be asking for that vote because of public perception of Obama Care. Despite an abundance of polls that have shown the individual provisions of the law are popular. The latest tracking poll conducted around the year anniversary of the signing of the law found slightly more Americans oppose than support. It's divided along a sharp partisan likely to benefit Republicans in conservative districts.
The same poll also found that a little over half the country supports attempts to repeal the law, no matter how futile they may be.

It's hard to find anything positive on Obama Care, so I wanted to give a snapshot of the Top 14 Provisions of Obama Care at a glance.

With all the negative information, lets try to see if there is any good in Obama Care.

1.  The Average American
 ( those making under 400% FLP) will most likely see a reduction in their insurance premiums and 30 of the 44 million without insurance will gain access coverage via the "Obama Care" exchanges, medicare  or Medicaid.
Obama Care offers a number of protections and benefits to all Americans. Beyond the 10 essential health benefits mandated by Obama Care additional benefits range from chipping away at preexisting conditions to expanding health services. Overall the quality of health care is increased, while the cost, in theory, will be reduced. Middle income Americans (those making between 133% - 400% of the federal poverty level ), and employees will be able to use tax credits and subsidies on the exchanges to save up to 60% of the current cost of premiums making insurance affordable for up to 23 million Americans.

2.  Obama Care for Women
    When it comes to women Obama Care offers many pros and few cons. 47 million women will gain access to women health services, including preventive and wellness services. Many of Obama Care's new benefits for women are required by law to have no out of pocket payments. There aren't many cons for women beyond those of the Average American, however there is the issue of contraception and it's availability. Obama Care expands contraception coverage.

3.  Obama Care for Low-Income Americans
Low-income Americans will enjoy more Obama Care provisions. Since Obama Care works on a sliding scale most low income Americans, especially those without insurance, will see nothing but benefits. Medicaid expansion will cover over 15 million previously uninsured low-income individuals and families below the 133% FLP mark.

4.  Obama Care for Seniors
Obama Care for Seniors include unprecedented reforms to Medicare, including closing the "donut hole" and expanding benefits and coverage options. Millions of Seniors have already saved money or taken advantage of the no out of pocket costs for wellness and preventive visits.

5.  Obama Care for Businesses
Small Businesses will only see the positives of Obama Care while firms who don't already provide insurance and their employees will face readjustment. However only .2% of firms with over 50 employees don't already provide insurance to their full-time employees. A big pro of Obama Care is that it provides millions in tax credits to small businesses with under 25 employees to help offset the cost of buying health insurance for their employees. Small business has historically struggled to provide benefits to workers and half of Americans uninsured are small business owners, workers or dependents.

6.   Obama Care Provisions

Most of Obama Care's 2000 plus pages are filled with really impressive and long overdo reforms to the $2.6 trillion dollar health care system. Obama Care gives 30 of 44 million uninsured Americans access to health insurance. Tens of millions of Americans have already benefited from Obama Care's improved health care services and the average family has already saved thousands on health care costs last year alone. 

7.   Obama Care New Health Care Benefits
Obama Care gives Americans access to hundreds of new health care benefits . There are too many to count, and would make for a pretty unbiased (looking) list. However these benefits,(aside form ones mentioned elsewhere on this page, include: No annual or lifetime limits, children can stay on their parents plans to 26, FDA can approve more generic drugs driving prices down and breaking monopolies and protections against discrimination for gender, disabilities and domestic abuse.

8.   Obama Care  Preventive and Wellness Services
Millions of Americans now have access to preventive and wellness services with no out of pocket costs.

9.   Obama Care Consumer Protections
ObamaCare regulates insurance, referred to as the "rate hike " review, enacts the "80/20" rule that makes health insurance providers spend at least 80% of their income on health and marketing expenses or must be returned as rebates and being dropped from coverage for being sick or denied from a preexisting condition are all out the window in the next few years. ObamaCare has a long list of protections that are protecting your new rights, including a mandate on fast food restaurants to display calories to promote wellness.

10.  Obama Care  Cost Assistance for the Middle Class and Small Business

Those under 400% of the federal poverty level (Roughly 88k for a family of 4) could save up to 60% on their premiums via tax credits and subsidies on the health insurance exchanges. Small businesses with less than 25 full time employees have this advantage as well.

11.  Obama Care Medicaid Expansion

Those under 133% of the poverty level will (in states that have not opted out of Medicaid Expansion) will be able to be covered now that Obama Care is expanding Medicaid to low income Americans who were left without enough money to afford insurance and too much to qualify for Medicaid.

12.  Obama Care Improvements to Medicare

Obama Care does a lot for Medicare. For the most part these things are great and have already benefited tens of millions of seniors. ObamaCare closes the Medicare drug 'donut hole', provides improved preventive and wellness services with no out of pocket cost and reforms aspects of Medicare to improve overall care for seniors.

13.  Obama Care Quality Over Quantity

Doctors and hospitals will be moved from a system where they are rewarded for providing quality care, instead of being reward for quantity. Many of the provisions to enforce this punish high turnover rates, this however has some unintended consequences. Some doctors and health care institutions are getting hit hard from this, although the overall reform will create a better health care system for all Americans.

14.  Obama Care Oversight Committees

159 new boards, agencies and programs are created by Obama Care to oversee spending and to ensure Obama Care is working correctly. Having oversight on a reform of this size needs to be mandatory to ensure to program works. It's important to note that ObamaCare doesn't ration healthcare, rather it regulates the health insurance industry who have been rationing our health care for years. Your health care is still between you and your doctor and determined by your private insurance.

To many this act "Obama Care 911" is hated at its very core. Some how Joe & Jane public has first been educated to dislike the act. Secondly to fight to repeal it with all their might. Some how this bill has become the rally cry for the reason that the country will be bankrupt.

We are giving out to many gifts to people that should standup for themselves. Stop being a weight on the nation, get out, find a job, make a living and be responsible like (We are, Me). You hear this more times than not. I feel for our nation. The trouble that it has found itself in. Oh we can point our fingers at Obama Care and make “it” the reason this Great Nation is in trouble, the reason it will fail. Yes, Yes, Yes, let us stop this Affordable health care act, and we will have gone a long way to fixing our problems. RIGHT? Let us do that on the backs of the elderly, single Mom's, low income, middle class,  poor and disadvantaged all those that can't afford health care. We will stop them from having a opportunity to access the health care system, ( never mind that it's costing communities more in emergency cost when they do show up to the ER). LET'S GET RID OF OBAMA CARE. I am ashamed to say: that to look at, and see a problem, ( Affordable Health Care) and then just walk past it with out doing something. What does this say about Us as a Nation?

I will just throw this in for free, My Dad was at Normandy, My brother's last purple heart was earned in Cambodia , I am a proud American that served in the Army during the Vietnam War (not in country). In my immediate family there are 4 Purple Heart's. Our family has paid the price for Freedom in Blood. Having said that, let us consider our defense budget. Do you know how much we spend a year?    900+ BILLION DOLLARS.  Almost a trillion dollars a year. Here's a novel idea. WHAT IF, WE Repent & Humble ourselves before GOD. What if we left everybody else in the world alone.( until such time as, we could really be able to help) You know, mind our own business. Bring our troops home, Shore up our shores, Bring Jobs back to our soil, Repair our roads, Take care of our own. Rebuild our Nation. Cut the defense budget but make sure our Nation is strong, Maybe, just maybe we can find enough money to fund Obama Care911. Maybe We Can Really Take Care of Our OWN. WHAT IF ?
